Can't Create Disk Administrator Passphrase the Page you're looking for doesnt exist

Hello,

We are working on testing out the trial of Symantec Encryption Server. Our goal is to ensure the administrators are able to decrypt all drives.  Under Consumer > Default policy > Desktop > Drive Encryption > Symantec Drive Encryption section

Check the box for 'Encrypt Drive Encryption disks to a Disk Administrator Passphrase' click the 'create' button and I receive a website that states 

I have restarted all services and also created a new policy, which has the same issue. Please advise whats going on here. How can I acheive what we are looking for?
