Move Symantec Encryption server to new hardware.

I have to move our Symantec Encryption Server to new hardware.  My problem is the current server is setup as "Internal" and the new server needs to be "Gateway".  I have done a backup and restore of the Internal sever before but I'm guessing if I restore to the new server it will be "Internal" as well because of the settings in the backup file.  Is there a Tech document that explains this?  Should I export all users and keys and then import to the new "gateway" server"?  Any help would be greatly appreciated.
