Symantec Encryption Management Server in Azure

We are a looking for a way to host our Symantec Encryption Management server in Microsoft's Azure cloud platform.  This is largely for disaster recovery purposes, but would be excellent for production use as well.

Since Azure does not provide console access to their VM's there is no way to boot from an iso. 

Importing a copy of a working SEMS vhd into Azure does not work either since it does not have the azure agent installed. 

Has anyone had any luck doing this?  I was kind of hoping that Symantec would provide a VHD of their SEMS for Azure, but no luck there yet.
